Our LNG tanker truck loading service

Elengy provides its clients with a LNG tanker truck loading service which takes one and a half hours under optimum safety conditions within each of its three terminals, Montoir-de-Bretagne, Fos Tonkin et Fos Cavaou.

Elengy provides its clients with monthly capacity statements at its three LNG carrier terminals. The annual schedules for each LNG carrier terminal are also published for the current year. All capacities are defined on the basis of Elengy’s existing commitments on the day that they are updated. This data is for information purposes only and is non-binding for Elengy.

Primary capacities

Monthly LNG reception capacities for each of the LNG terminals at Fos-sur-Mer and Montoir-de-Bretagne are published monthly on this website, for a calendar year, giving specific details 

Long-term annual capacities for LNG reception at Fos and Montoir LNG terminals are also published

 

Bookable directly with Elengy, this primary capacity is offered and allocated on a first-come first-served basis. 

 

All these capacities are specified on the basis of Elengy's commitment on the day they are updated. They are given exclusively for information purposes, and are not binding for Elengy.

What value does the tariff terms have?

Our regasification services

The tariff is defined according to three elements:
  • The Number of Berthing Rate (TNA) which applies to each cargo. 
  • The Unloaded  Quantity Rate (TQD) which applies to the LNG quantities unloaded expressed in MWh.
  • The Energy Variable Rate (TVE ) which applies to the LNG quantities unloaded expressed in MWh.
  • A Gas Offtake (PG) which covers the terminal’s gas consumption required to process the cargo.

SPOT tariff

A reduced tariff for: 

  • unloading operations for a given M month, 
  • booked after the 20th day of month M-1. 

Reservation is made on the basis of available primary capacity in the monthly schedule. Send-out is determined by the operator when the shipper’s request is received.

Do you need a pooling service?

This tariff applies to the intra-monthly transfer capacity from terminal A to terminal B, according to the following calculation:
Tariff = S – 0.9 * C
where
S = terminal B’s registration value = ND x TNA(B) + QD x TQD(B)
C = terminal A’s pooling credit = (NDCm - NDm) x TNA(A) + (QDCm - QDm) x TQD(A)

In no way whatsoever can this tariff be lower than the maximum between Terminal B’s Berthing Rate (TNA) and  10% of the new tariff in Terminal B.  It takes into account the following values:

  • NDCm = Number of contractual unloading operations in the month
  • NDm = Number of unloading operations in the month
  • QDCm = Contractual quantity unloaded in the month
  • QDm = Quantity effectively unloaded in the month

The restitution of gas, LNG transfer and minimum payment

What happens to surplus gas?

Each year, we undertake a balance of of the collection of in-kind gas offtake (PG) over the 1st December to 30 November period. If a surplus is observed we offer in-kind gas restitution, calculated with the surplus gas observed at the terminal on a pro-rata basis to the quantities effectively unloaded over the period considered.

What is the tariff for LNG Inventory Transfer?

This tariff is the sum of two following Terms:

  • Fixed rate: 500 €/month
  • Term proportional to the quantities exchanged: 0.01 €/MWh exchanged

What is the minimum payment obligation?

Our clients are required to pay for all capacities subscribed at the terminal at regulated rates, according to the contract’s conditions and by taking into account the additional quantities resulting from scheduling and rescheduling requests.

What is the tariff for reloading?

This tariff is payable by the shipper as soon as the operator has notified the loading schedule to the shipper.
Reloading operations may be booked and scheduled at any time between the establishment of the yearly schedule and the date at which the operation is to be performed.
It should be noted that within the context of a reloading service, no gas offtake is carried out.

What is the special tariff for small-scale LNG vessels?

Vessels with a capacity lower than 40 000 m3 (small-scale LNG vessels) benefit from a special unloading tariff, with a Berthing Rate of 50 000 €.

Other costs to be considered

Port and port service fees

These costs are managed directly by shippers: duties, taxes, port fees and costs related to port services for all cargoes, transport, importation or exportation and necessary in order to perform its transfer to the terminal in adequately safe conditions.

Administrative and customs formalities

These formalities when importing unloaded LNG and the exportation of reloaded LNG are also paid for by shippers.

Duties and taxes

Shippers manage the duties and taxes that they owe in accordance with the regulations in force at all times. These are not included in the terminal access tariff.

A market covered by the 2011 French Energy Code

The French Energy Code which entered into force on 1st June 2011 compiles all of the energy market’s legislation and regulations.

In particular, it transposes EC Directive 2009/73/EC on common rules for internal natural gas markets that define how the energy market in France operates. It is the French Energy Code that attributes the power to the Energy Regulatory Commission (CRE) to decide “the conditions of use of liquefied natural gas facilities, the methodology to establish tariffs to use these facilities and tariff changes” (Article L.134-2)

How does the CRE set the tariffs in force?

Following the ruling by the French Higher Energy Council (CSE), the CRE publishes a decision setting the tariffs to access the LNG carrier terminals.
Tariffs are set in accordance with regasification infrastructure operating and investment costs, for a period of four years.

Elengy’s transshipment service provides a logistical and LNG vessel fleet optimisation solution for LNG market operators: transferring a shipment between two ships, even to break-bulk it.

About the services beyond our terminals

To be able provide our clients with more flexibility we publish a list of downstream offers to our LNG carrier terminals. These are offered by market operators or other stakeholders. 
These are additional services to our regasification service. Among other things, they facilitate operations, create access to the largest hubs in Europe (NCG, TTF, etc.) and add value to client send-outs.

  • Education: since 2006, our industrial sites have received more than 7000 visitors who have come to find about our activities.
  • Information: we actively participate in the Local Information and Consultation Committees in France. The forums are ideal to discuss and gain information about initiatives undertaken at our terminals.
  • Support: we provide logistical support to the French National Lifeguards Association (Société National des Sauveteurs en Mer - SNSM) in the areas of Pornichet and Carro,  etc.
  • Sports: we actively support the Fos Provence Basket team, the SNVBA (Saint-Nazaire Volley Ball Atlantique), 
  • Employment: Elengy Loire Atlantique is an active member of the Foundation Agir Contre exclusion (FACE - Foundation Against Social Exclusion) to support jobseekers in their search for work. Since 2010, 370 jobbers have been supported. 90% of them have found a job.
  • Security: Montoir-de-Bretagne has just signed an “Employer/Volunteer Firefighter Employee” agreement with the Departmental Fire and Rescue Services (SDIS) of Loire Atlantique (44) and Morbihan (56).

Governance

Elengy is a French public limited company with a Board of Directors, created on 31 December 2008, a subsidiary of NaTran within the French Group, ENGIE. 

ENGIE is a leading international Group in the low carbon energy and services activities, committed to accelerating a transition towards a carbon neutral world, thanks to low energy, environment-friendly solutions. ENGIE, is a historic natural gas infrastructure operator in France.

NaTran operates the major part of the national, high pressure gas networks and provides several public service obligations including security of natural gas supply. Elengy is a 100% subsidiary of NaTran since the ruling by the French Energy Regulation Commission (ERC) of 6 July 2017.

ELENGY owns two subsidiaries

To manage Elengy and define its strategic directions enabling tomorrow’s world to be built, a Board of Directors, a Management Committee and an Operations Committee determine its governance.
  • Elengy Hub & Expertise, French SASU (Simplified Unipersonal Stock Company), a 100% subsidiary of Elengy, manages the transshipment and tanker filling business, both of which are non-regulated activities.
  • Fosmax LNG, a SASU, a 100% subsidiary of Elengy, owns the Fos Cavaou  terminal.
