GOCO2 and Rhône CO2: our industrial partners winners in the national CCUS support plan
On February 11, 2026, the French government unveiled a new series of projects supported as part of the national Carbon Capture, Utilization, and Storage (CCUS) strategy. Three of our industrial partners were among the winners. This is a major recognition for the sector and for Elengy's expertise in developing infrastructure essential to decarbonization.
A strengthened national commitment to accelerate decarbonization
Meeting at the Vicat group's headquarters in L'Isle-d'Abeau (Isère) on February 9, the first national CCUS steering committee reviewed the sector's progress and reiterated its strategic role in achieving climate objectives.
Two days later, the government confirmed the allocation of €1.6 billion over 15 years to support seven industrial projects, representing a potential reduction of 3 million tons of CO₂ per year, i.e nearly 1% of French emissions.
Beneficiaries include:
- Vicat, for €331 million in financing in Montalieu (Auvergne–Rhône-Alpes)
- Heidelberg Materials, for €416 million in Airvault (Nouvelle-Aquitaine)
- Holcim Group (formerly Lafarge), for €170 million in Saint-Pierre la Cour (Mayenne)
These concrete manufacturers are major industrial partners in our CCUS projects.
Rhône CO2 plans to create a chain for capturing unavoidable CO2 emissions from the Vicat cement plant in Montalieu-Vercieu in Isère (the largest cement plant in France) and transporting this CO2 via an existing SPSE pipeline that runs down the Rhône valley to the Fos Tonkin terminal, where it could be liquefied and then loaded onto ships bound for permanent geological storage sites.
The GOCO2 project in the Grand Ouest region aims to develop infrastructure to transport CO2 emissions captured at the sites of several industrial companies located in the region (Lafarge France, Heidelberg Materials, Lhoist) via a pipeline to be built by NaTran (formerly GRTGAZ) to the Montoir terminal, where the CO2 would be liquefied and exported by ship.
This shared infrastructure is a key step in the ramp-up of CCUS in France.
Funding that confirms the necessity of our projects
The GOCO2 and Rhône CO2 projects had already been recognized in early 2025 at the European level through the Connecting Europe Facility (CEF) program, which provided funding for the Front-End Engineering Design (FEED) studies.
This new support, combined with investments made by Elengy and its partners, offers greater visibility and consolidates the future of these strategic projects.
